“Your block grant application is just not going to change that much," Planning District Director John Cappelle told the Water and Sewer Authority Monday night. Cappelle was comparing this year’s application requirements to last year's unsuccessful block grant bid.
Cappelle said that Rap pahannock’s application scored 120 out of a possible 340 points last year and that, based on the state formula for need, gravity of the health hazard and inability to pay the points will remain about at the same level. “We may add ten points because of rising unemployment,” Cappelle noted, "so we’ll probably have a score of between 120 and 130 points.”
