Latham noted a “dire need” for a landfill and described the Rappahannock County Park on Route 211 across the highway from Washington as “a great asset,” adding that he would like to see “more developments of that kind in Rappahannock’s other communities.”
He urged citizen groups who support improvements in the educational program to make their views known to school board members and school administrators. “Maybe we can join together and solve the problems we do have.”

“I’m not a politician. I don’t want to be a politician and I don’t want to be accused of being a politician!" said L. G. “Butch” Zindel, Latham’s challenger in Jackson District.
“I want to see Rappahannock’s farms, its large spreads, its mountains and woodlands protected,” said the Amissville contractor. “And I want to see people involved in county government and in the educational system here... I want to keep good teachers in our schools.”
