Robertson added that he would like to see some modest decorative work in the courtroom. “The lighting is not the best, it’s not impressive,” he said. “And I think that that’s still a 48-star flag you have over there.”

Robertson admonished the board to think of the long-range solution to problems while they correct short-range difficulties. He suggested an alternate hearing room for conflicts in scheduling.

Horne selected Robertson’s main point for emphasis. “A judge has to hear,” he said. “I’m not that concerned with security or appearance. But a courtroom should be a room where you can literally hear a pin drop. I think there are some easy, inexpensive solutions. I’ve thought about carpeting, about different air-conditioning arrangements. I think this can be corrected easily.”

As the General District Court Judge, Alexander explained that he comes to Rappahannock at least once a week. “There are two things,” he said. “In the summertime we can’t hear a thing. We need to do something about acoustics and air conditioning.”

“We need a witness room,” Alexander went on. “There’s no place to send them except in the hall. If you put them in the jury room they hear everything. And, of course, the purpose of sending witnesses out is so they won’t hear. So they go downstairs and get to coffeeklatching in the hall, making more noise. They need another room. There should be a simple solution to the noise problem, carpeting and a cooling unit mounted outside. ”
