Estabrook said. But every high school, according to the Carnegie study, "should establish clearly stated goals—purposes that are widely shared by teachers, students, administrators and parents.” These goals “should focus on the mastery of language, on a core of common learning, on preparation for work and further education and on community and civic service.”
Estabrook said he was receiving recommendations on goals from the superintendent’s advisory committee, the teachers, the Rappahannock Citizens for Quality Education and others, but that he was not sure whether he had sampled a large enough range of people or framed the questions precisely enough.
However, the Carnegie Foundation offers a series of 200 grants, according to Estabrook. Schools applying for grants must identify one of the 12 points in the Carnegie study as their target for emphasis. Estabrook recommended the school board "latch onto centrality of language” as its main objective, adding that he didn’t mean by selectiit^dauguage skills for emphasis that other areas shouldn’t be upgraded, too.
Estabrook also suggested that the school system participate in the Northern Virginia writing project administered by George Mason University which coordinates grants for teachers to study composition during the summer. Participants can work with their own students as well as help other teachers.
Building Trades
Business
At its December 12 meeting, the school board also voted to commend building trades teacher Scott Currie and approve his plans for a junior achievement model at the high school.
Currie proposed to create a mock business in his fifth and sixth period class of eight building trades students, according to Currie’s written proposal. The students would be presented with a business opportunity such as repairing or building picnic tables. They would estimate costs and bid on jobs.
