The management plan has been jointly undertaken with Canada, which dedicated its first new breeding site at Quill Lakes in Saskatchewan in September.

The bilateral plan was formed in 1986 to restore wildlife habitat reduced by drought and development. Federal, state and provincial agencies, plus private sector groups, in both countries are working in concert to reverse the alarming declines noted in recent migrations.

The nearest site to us will be the Prime Hook National Wildlife Refuge near Milton, Del.; the project there is to rehabilitate 1,500 acres of marsh for black ducks and other wildlife.

Virginia adjusts preserve rules

In its October meeting, the board of directors of the Virginia Department of Game and Inland Fisheries adopted the following new regulations applicable to all shooting preserves licensed in the Commonwealth after Nov. 7:
