Before the committee takes a position on a western bypass, it should know first whether the proposed superhighway will be a toll road, a through-way like the Pennsylvania and New Jersey turnpikes with widely spaced interchanges, or “a conduit for development, like another (Capital) Beltway with another set of Beltway Bandits around it,” added another Northern Virginia representative.
In a first amendment to the resolution, the river crossing endorsed for western bypass planning and right-of-way reservation was limited to east of Route 15. With a second amendment offered by Marvin Watts, “land use patterns” was inserted as a companion to the traffic patterns, which the resolution says must be carefully examined in assessing the the long range implications and impact of a western bypass on Northern Virginia, Montogomery County, and the remainder of the Greater Washington region.
Watts failed, however, in an attempt to define limited access by specifyirig the only interchanges in Loudoun would be at Routes 7 and 50 and the Dulles Toll Road extension.
After the vote, Dale said she will lodge a protest with the committee’s chairman, challenging propriety of voting on an item that was not on the agenda for Monday’s meeting. At the previous session, Williams’ resolution was carried over but not to any specified time, she added.
