Miller explained.
Since the entire general assembly will be up for election in 1991 and the results of the federal census will not be available until approximately March 1, 1991, time will be a critical factor in enacting a redistricting plan and getting the approval of the U.S. Justice Department in time to facilitate the election of November 1991, Sen. Miller said.
“We hope that with the computerized system that we have requested and with adequate advanced planning, we will be able to propose a plan that will give more consideration to political boundaries. It appears almost certain that Virginia will have an 11th congressional district for the 1992 election. The makeup of this new district as well as the new districts for the 1991 General Assembly elections should be of great concern to citizens of the Commonwealth,” the senator said.
