Experimental resident camping for Cub Scouts (including Webelos) has been conducted by some of the nation’s 408 Scout Councils for several seasons (including a Webelos Camp Program at Camp Rock Enon).
Mr. Wine said some 48,000 Cub Scout-age boys were accommodated nationwide in resident settings last summer, about 18,000 of them second- and third-graders.
