Local councils will be encouraged to operate the Cub Scout summer camp programs separate from, and at times different from, those offered Boy Scouts.
“We plan to offer the young boys a progressive experience,” said Mr. Wine. “Camping introduced to the boys in the early years builds toward the traditional advancement and outdoor programs offered to Boy Scouts.”
Each year there will be a different adventure theme, he added. These will be structured so that there will be program variety over a four-year period, thus encouraging a youngster to attend each summer during the second-, third-, fourthand fifth-grade Cub Scout years.
Mr. Wine said the Shenandoah Area Council, which serves a ninecounty area in Virginia and West Virginia, plans to operate its Cub Scout resident camp at Camp Rock Enon in Gore, Va., August 6-9.
