Mr. McCarthy said he would have the list for the planners by July and that at the June meeting, he would come with a list of “concrete examples and. let you decide if you .want to treat them as capital or operating expenses."
He said by September or October the planners should be ready to ask the agency heads for their capital needs and adopt a CIP early next year. “Be thinking about definitions of capital and operating expenditures.” he suggested.
