The planners then recommended approval of a special exception for the subdivision, pending health and highway department approvals and providing that the deed on the remaining land show that the density of future subdivision had been reduced by the current division.
Next on the agenda was the development of a Capital Improvements Plan (CIP). Such documents are used for long range fiscal planning, since all expected large-ticket items like schools, office space, large staff increases and other projected expenditures are included. With an idea of future needs, capital improvement plans allow the governing bodies to more accurately predict their budgetary requirements.
Mr. McCarthy suggested that they would have to decide whether to work as a committee of the whole or to appoint a subcommittee and they would have to decide on a definition of “capital improvement.”
