lAfter listening to five hours of testimony and comments at a hearing last Wednesday night, Washington’s Town Council approved the county’s plans for an addition to the jail.
The approval for a Certificate of Appropriateness was originally denied by the town’s three-member Architectural Review Board, which must approve all exterior changes to buildings in the town’s historic district. Board members Carol Miller and Robert Parrish cited the encroachment of the planned addition on the building’s historically significant chimneys as the basis for their denial. Board member Evelyn Willis voted in favor of the application.
After the ARB’s rebuff, the county’s Board of Supervisors voted to appeal the decision to the Town Council. That appeal was heard last week.
In presenting the county’s case to the council, County Administrator John McCarthy acknowledged that “the opinions expressed indicate that reasonable people can differ” in their interpretation of the Historic District Ordinance.
