TO CONSTRUCT A NEW GENERATION FACILITY

BY OLD DOMINION ELECTRIC COOPERATIVE

On June 12, 1989, Old Dominion Electric Cooperative (“ODEC” or “the Company”) filed an application with the State Corporation Commission along with supporting prepared testimony and exhibits, requesting the Commission to approve that utility’s proposal to construct a new electric generating facility under Va. Code Sec. 56-234.3 and to grant a certificate of public convenience and necessity for the facility under Va. Code Sec. 56-265.2. ODEC is proposing to construct a 393 MW net, pulverized coal-fired generating facility at a site near Clover, Virginia. Tht contract price for construction of the unit is approximately $447 million.

A public hearing on ODEC's application is scheduled for October 30, 1989, at ’,0:00 a.m. in the Commission’s 13th Floor Courtroom, Jefferson Building, Bank and Governor Streets, Richmond, Virginia to receive evidence relevant to ODEC’s application.

A copy of ODEC's application is available for public inspection during regular business hours at ODEC’s office located at 4201 Dominion Boulevard, Glen Allen, Virginia 23060, and from 8:15 a.m. to 5:00 p.m., Monday through Friday, at the State Corporation Commission, Document Control Center, Floor B1, Jefferson Building, 1220 Bank Street, Richmond, Virginia.

Any person desiring to comment in writing on the application may do so by directing such comments on or before September 18,1989, to the Clerk of the Commission as provided below. Any person desiring to make a statement at the public hearing either for or against the application need only appear in the Commission’s 13th Floor Courtroom at 9:45 a.m. on the day of the hearing and identify himself or herself to the Bailiff as a public witness;

On or before August 18,1989, any person desiring to participate as a protestant, as defined in SCC Rule 4:6, shall file with the Commission an original and twenty (20) copies of a notice of protest, as provided by SCC Rule 5:I6 (a), and serve a copy on ODEC's counsel: Nathan H.
