If Mr. Frizzell decides to terminate his contract, “We could get to a point where a very expensive facility would have to close down. We would be looking at the possibility of paying other jurisdictions to house our inmates — whereas now we house theirs at a profit... a building with a substantial investment would be basically unusable,” if the addition cannot be added, Mr. McCarthy told the council.
He added that the county and its architect had settled on the plan presented after some consideration of other options. The design options were limited by the functional requirements of the building, he noted. Other design options suggested by architects consulted bv the board did not seem practical, Mr. McCarthy said, due to functional incompatibility, the limitations of the site, increased cost, or some combination of those reasons.
