Although first consideration might indicate otherwise, we’re inclined to believe that the difference of opinion between the council and ARB will serve to strengthen the town’s Historic District Ordinance and the ARB, rather than weaken it. The issues raised by the application and the presentations for and against it should cause serious thought to be given to the Historic District Ordinance and how the council wishes it to be interpreted by the ARB.
That too, will be good for the town.
Although we stated two weeks ago, before the hearing, that we hoped that the application would be approved, we hope that this stand is not interpreted as a general bias against the ARB. In fact, this newspaper generally supports the ARB in its efforts to preserve the historic buildings which contribute so much to the pleasant atmosphere of the Town of Washington. The ARB’s members have worked diligently to further their knowledge of historic preserv ation and how it should be applied in the context of the Town of Washington. They deserve great praise for their efforts, which often bring only condemnation.
Our disagreement with the ARB’s decision was, like the council’s, an honest one reached through different interpretations of the ordinance.
Lively debate about important issues is almost never a bad thing. In this case, it was certainly a positive experience for the ARB, the council, and the members of the community who participated.
