it was suggested that farmers who have had their crops destroyed by the locust recoup losses by netting and cooking the insects for sale.
Upon request a goverment extension agent would call and instruct on the processing in each affected county.
There was limited acceptance due to very slow sales of the processed locusts. This idea was forgotten for seventeen years. Then th? locust appeared again they were not quite so numerous. The project was then dropped.
Several employees with 17 years of federal employment were dissmissed. This action resulted in considerable savings to thie Government, not only the money paid to the employees but a much larger amount of retirement the^ would have been due in two more years.
This action resulted in a budget surplus in 1910. This surplus was given to the tobacco industry to develope a more virulent strain of leaf. The economic philosophy is supporting this research was that it would increase the numbers of addicts and therefore income to the Government by the increase in tax revenue of tobacco.
Harry Hack, the chief of the department was awarded the annual medal for outstanding Federal Service for 1910.
