Katzen's Decision
Del. Jay Katzen’s decision announced last week not to vote in the General Assembly on floating state bonds to assist the Disney Co. because his stock holdings in the Exxon j Corporation present a conflict of interest is probably an honorable one.
What is perfectly clear also, however, is that voting against the bonds would not have constituted a conflict of interest. , '
Voters in the 31st House District can assume, therefore, that Del. Katzen would vote for the bills to support Disney if he felt free to do so.
Del.-Katzen has been lobbied hard by supporters and opponents of the Disney project. We can’t help suspecting that he saw abstaining as a way to escape alienating voters on one side or the other.
His decision to abstain, however, has alienated voters on both sides. So this week, facing criticism for his decision, Del. Katzen is apparently reconsidering.
