“So do we,” responded Mrs. Kevis.
Mr. Matthews said, “We only have to decide if this application is a structure.”
Mr. Eldred said, “To me, for a fountain to be structural it would require some sort of masonry foundation.”
Mrs. Kevis said, “It is church property but is called the town square. It is private property. By usage it is a public area.”
