Mayor Willis moved to cancel the appointment of Tom Zumwalt and Steve Critzer to the Water Authority, saying the town has never had a water authority. However, he wants them to manage the water system on a day to day basis.
Mr. Barton asked when the council expected the water in town to stabilize. He said that; he had run water into his swimming pool without checking it, and found later that the water was brown. Mayor Willis told him that he hoped it would be soon, that the water is not yet being filtered by the pumphouse.
Mayor Willis said that he wanted to refer the Historic District Ordinance to the Planning Commission. “I also want Frank Reynolds to get back to us about what “aggrieved” means. I would like the Planning Commission to look at it and make sure everything is defined,” he said.
Mr. Lynch asked if anyone front the Planning Commission expressed an interest in it coming back to them, and if they had a concern about it. Mayor Willis responded, “No."
Mr. Gooch asked if all the ordinances and the Comprehensive Plan should be referred to them. He said, “I get concerned that, as we consider our ordinances and Comprehensive Plan, that there consistently seems to be an undercurrent of distrust in pur town council.”
Diane Welty, as a representative of the colonial dancers, received permission from the council to use the Town Hall two nights a week for practice, and the $10 an hour fee will be waived, but the dancers must pay a refundable $50 cleaning deposit.
Administrative assistant Kaye Kohler introduced herself to everyone in attendance at the meeting. She will be working in the town hall office from 9 a.m. to 1 p.m. Monday through Friday. Mayor Willis told council members that she is there to support all of them. J Following an executive session at the end of the meeting, the council voted to accept a loan from Dr. William Young of Washington for the Town Hall. The loan will be a sei cured loan in the amount of $44,000 with 4 1/2 percent interest, amortized for 25 years. There will be a balloon payment after four years.
