Rappahannock News StaIT Writer - As the 104th Congress neared the end of its historic first 100 days, the new Republican majority was tired but buoyed by the success of its “Contract with America,” according to Congressman Frank R. Wolf, ' With the exception of federal term limits, every item in the “contract” has passed the House of Representatives.
And term limits aren’t dead, Rep. Wolf said. Depending on the outcome of a Supreme Court decision expected this summer, legislation may be introduced to allow each state to set its own term limits.
The prospect of such a patchwork of differing term limits may put greater pressure on Congress to pass a uniform federal limit.
The eight-term Republican, who would have been forced from Congress four years ago under the proposed new limits, admitted he doesn’t completely agree with the concept of limiting representation by statute.
He said he had promised to vote for term limits, and felt an “obligation to. keep that promise.” Second, he had agreed to support the “Contract with America,” and term limits was one of its tenets.
