The facts are that the vote on the Van Landingham bill (HB 2542, Virginia Omnibus Education Act of 1995) was 96 yeas to 2 nays, — that is all Democrats and 96 percent of voting Republicans voted for the bill which earmarks 100 percent of the lottery funds for education. Only Mr. Katzen and Minority Leader Wilkins voted nay. That is hardly a partisan vote by Democrats alone!
What the vote clearly says is that Mr. Katzen not only failed to vote with his colleagues, but he voted with his patron, Governor Allen; again without regard to the issues or the interests of his District.
Neither Democrats or Republicans are out-of-step with the voters on this important issue. It is Mr. Katzen. The recent veto session again confirmed the wisdom of dedicating lottery money for public education. As the race for the 31st District House of Delegates begins it is important that Mr. Katzen stick to the facts and not confuse voters.
