Henry Hyde, D-New York, who during the floor debate suggested the analogy of lawmaking to brain surgery, and asked if the patient would prefer a surgeon with experience or one who had just begun working. “Experience does count for a lot,” Rep. Wolf said. Much of the push for term limits, he said,, was the result of the animosity built up during the 40 years of Democratic control of the House, and the arrogance displayed by its leaders.
