Ms. Corbin-Howerton said uniforms are a safety issue, because school uniforms have been shown to reduce disciplinary incidents. “It puts everybody on a level playing field. Stealing $75 tennis shoes is not going to become an issue if you’re not wearing them.”
Many other new education laws also stress student safety, but one strongly supported by Gov. George Allen in his State of the Commonwealth address emphasizes protecting teachers and ensuring that their rights, too, are protected.
The legislature eventually agreed with the governor’s proposed amendment and decided to protect teachers from lawsuits involving situations when force, such as breaking up fights and maintaining order, becomes necessary.
“When a teacher tries to break up a fight and uses reasonable necessary force, this is considered restraint and not corporal punishment,” Ms. Corbin-Howerton said. “This law helps to protect the teacher from civil lawsuits.”
