water interfering with aquatic life.

However, once flooding occurs, it makes little sense to push the stream back into a bed that is higher than the road that runs beside it. The natural stream ecology has already been disrupted by the flood. ing, and that would seem to be a natural time to dredge the river and use some of the material dredged up to rebuild the road. This is not the same as channeling the river and lining it with rock such as has been done to ugly effect in other areas, but less drastic recovering the rock, much of it from the roads that were washed out, thus simultaneously lowering the river bed and raising the road bed. It is also important to remove some of the larger trees that cause temporary dams and then serious flooding when the dams break.

We have watched tons of rocks and gravel being shipped into the county and used to build up roads that were washed out. It seems that at least some of the cost of that could have been saved by using material that was right at hand.
