The Planning Commission currently is at work on the 1995 version of the county’s Comprehensive Plan. In its introductory chapter the Planning Commission sets forth its overriding concern:
“The primary reason why a community should plan is to prepare for and cope with change...,change is inevitable and whether it is a positive or negative force in a community may depend upon the planning activities carried out in the community.”
The change with which the Planning Commission is primarily concerned is the urbanization of Northern Virginia’s formerly rural countryside and its impending influence on Rappahannock.
One of the questions on which the Agricultural Advisory Committee focused was whether, and to what extent, the urbanization process has already affected Rappahannock’s agriculture.
