“Under the former law the limit was $500 million, and we were getting very close to that limit,” said Kathryn Kitchen, education department chief for finance. “Now with the increase to $800 million we’ll be in much better shape. This gives us the time necessary for some of our other funds to become healthy again.”
Teen Drivers Face Limits
Budding drivers can practice their skills for a longer time before receiving their permit since an amended law allows 15-year-olds to receive a learner’s permit.
The old law required teens to wait until four months before they turned 16 to apply for a learner’s permit.
Del. Frank Hargrove (R-Hanover) who sponsored the bill, said his reasoning was simple. “1 was aware that 16-year-old drivers have a very high rate of accidents in their first few months of driving. This is just due to lack of experience.”
Other states found that high accident rate decreased significantly when teens were given a longer period to drive with a learner’s permit.
“This gets them better prepared,” Del. Hargrove said. “They are riding with a licensed driver for a full year of practice instead of just four months,” he said. “I’ve received calls from about six states who requested I fax information to them regarding this because they are interested in trying it
