Those exempt from the new law include recipients younger than 16 or older than 60, full-time students younger than 20 and people with temporary medical conditions. Also exempt is the parent of a child younger than 18 months and women in their fourth through ninth months of pregnancy.
Mr. Stroupe called the reform a move toward greater personal responsibility, noting that under the new law unmarried teens who have children are required to attend school and live with their parents to be eligible for benefits.
Another facet of the new law is child support.
“A large percentage of the women who receive AFDC [Aid to Families with Dependent Children] benefits, do so only because they aren’t receiving the child support due from the father of the child,” Brown said. “We are vigorously pursuing these fathers and are going to make them responsible.”
Driving privileges also may be suspended or revoked for parents who fail to pay child support.
