Del. Jay Katzen (R-31st) and his Democratic challenger Sue Scheer agree on next to nothing, but both concur that someone who lives far from Fauquier, Rappahannock and Warren counties could be the key figure in their contentious House of Delegates race: Gov. George Allen.
Del. Katzen loyally supported his agenda and promises without hesitation to do so again.
Ms. Scheer has made opposition to Gov. Allen’s initiatives one of the main themes of her candidacy. She vows to try to repeal legislation such as the concealed weapons bill, and to battle the Allen agenda on cuts to education and threats to environmental protection.
Immediately upon entering the race, Ms. Scheer cast Del. Katzen as a crony of the governor willing to put “the interests of the governor above the interests of the 31 st District.”
Implicit in her attack was Del. Katzen’s support of $163 million worth of road improvements for the Disney’s America theme park. That issue alone provided Ms. Scheer with a base of alienated voters, some of
