Although Del. Katzen sits on a committee of the Governor’s Champion Schools Commission that deals with funding, there has been no change to the funding formula which heavily penalizes Rappahannock and Fauquier counties for the high value of their real estate and the high incomes of a few of their residents.
To some extent Ms. Scheer’s campaign emphasis on education and preservation has succeeded in shifting some of the debate away from crime and taxes, issues with which Republicans feel the most comfortable. And she has challenged Del. Katzen to run behind the governor’s program at a ,time when his approval ratings have dropped.
Del. Katzen, though, maintains that he is eager to be seen as an ally of Gov. Allen.
Two years ago the governor carried the district with roughly 70 percent of the vote and Rappahannock County with 64 percent, while Del. Katzen won with 57 percent in both Rappahannock County and the rest of the 31 st District. Del.
