Katzen mostly supported, for cuts in primary and secondary education and cuts to state two and four-year colleges. Only the narrow Democratic Party majority in the General Assembly kept these cuts from passing, she says.
Del. Katzen counters that the counties in his district have gained substantially in state revenue for schools. However, increased revenue for public schools has been almost entirely due to increased enrollment and increased income from the sales tax as the state climbs out of a recession.
In the next two-year state budget Rappahannock stands to see a severe decrease in state spending for the public schools because of the county’s increased Local Composite Index. Only an increase in the sales tax based on school aged children and increased real estate taxes can make
