Mr. McCarthy had explained how the parts of county government fit together, the role of the constitutional offices, the Board of Supervisors and such “quasi independent” agencies as the Library Board, Recreational Facilities Board and Water and Sewer Authority. The members of those boards are appointed by the Board of Supervisors, but they have some independent quthority, he said.

Mr. McCarthy said the county itself has only six employees which are not required by state law: himself, his assistant, the building inspector’s secretary, one Sheriffs deputy and two employees who operate the landfill. The county sets the salaries of those six and the building inspector and animal warden, who are required by state law. All other county employees are required by state law.
