in a position to carry out his progressive platform to a much greater extent than could Clinton after the Democratic victory in the 1992 presidential and congressional elections. Hie Democratic Party lost control of Congress in 1994, putting President Clinton in the position of having to fight a rearguard action against the onslaught of the “Gingrich counterrevolution” for the next two years. Prime Minister Blair is assured of his party's control of both the executive and legislative branches for the next five years, at least; and Blair and all the Labour Party legislators have been elected on a common platform. Blair has therefore been able to ask with confidence that the public hold him to his election promises, for he and his party will have no excuse for failing to carry them out. *
As in the 19% U.S. presidential election, education and health care have been the issues most stressed by Blair and his party. Also on their agenda are constitutional changes to improve the British system of representative democracy and take away the legislative powers of hereditary members of the House of Lords.
