Asked to assign a letter grade to the quality of the state's environment, voters in a recent survey gave Virginia an average grade of C-plus — a perception they say will help them decide the battle for governor in November.
When it comes to choosing between environmental quality and economic development, the surveyed voters want it both ways — 86 percent said it was possible to support economic development while protecting the state’s resources.
