may not now have a problem with an existing field, but statistics tell us that drain fields do fail in time and many of these properties do not have space to install a new field that will meet today’s or the ever ' more stringent Virginia state health codes. In my view, we should consider a facility that will accommodate the properties currently within the existing boundaries of the town sized at one-half acre or smaller, with perhaps a 10 percent contingency allowance for unforeseen conditions.
“The town, in its preparation of the new Comprehensive Plan, should devote some serious thought to the residential aspects of the town that are slowly disappearing when residential living quarters are converted to commercial ventures. We must come to an understanding with the county what is meant by ‘development around the villages’ so that the outcome will serve us both.
“At present, the town enjoys the luxury of the Food and Lodging Tax income. This gives us the opportunity, not only to plan for the needs of the town, but also to fund these needs. This (can be) accomplished through very conservative expenditures of our annual income, as well as applying restrictions to the retained earnings that the town accumulates. The town is relying on a single source of income. We should have the foresight to develop alternate sources of income without resorting to the levy of any type of a town tax, such as a sales tax, real estate tax, or a professional tax.”
