Request for Proposals must be returned by 2:00 P.M., Thursday, May 20, 1999. The Board reserves the right to cancel this Request for Proposals or reject proposals at any time prior to an award, to waive any or all formalities or technicalities, and to accept the proposal deemed to be most advantageous to the Board.
