The buyer will be required, as a condition of financing, to “make investments in improvements to the property during the borrowing period,” according to a Rappahannock County press release.
The contract also calls for 15 acres of the property, which includes the 99,000 square foot former factory building, the parking lot and pond to be rezoned to commercial general. The remaining acres will be zoned agricultural. The entire property is currently zoned industrial.
Restrictions on the allowed future uses of the property will be included in the contract.
The county will continue to perform water quality assessment as is necessary to comply with Department of Environmental Quality requirements. The water supply at the site was contaminated with trichloroethylene (TCE) from the dumping of dry cleaning solvents over the years. McCarthy said neither the state nor the EPA felt the contamination was sufficient to warrant a cleanup at the time.
