wonderful, spirited public debate The concept of open space is good. Encouraging open space is good. But, we already have land use valuation. We already have easement possibilities, with real money-in-your-pocket tax credits.
I am persuaded that you cannot ration a rat in a corn house. If property owners want to cash in their chips bad enough to divide their land into the smallest pieces possible and sell it or develop it, I believe they will eventually do that.
I do not believe that taxing the general population to raise revenue to use as an incentive, if you will, to deter that type of activity would be effective public policy in the long run.
I am reminded of the words of the great Chief Seattle of the Duwanish Indian tribe whose home was what is now the northwest United States. He said he did not understand the ways of the white man.
The idea of owning the land, he could not comprehend. The concept of selling and buying land was foreign to him. But, he said, perhaps it is because I am just a simple man, and do not understand the ways of the new world. Maybe that’s it.
