Sharp restated the purpose of the project, to provide housing for seasonal workers, and described in detail the size and scope of his orcharding operation.
Zoning Administrator Konick told the commissioners the 1973 Zoning Ordinance did not provide for such an issue—the reason why he advised Sharp to apply for a special use permit under the multi-family-dwelling provision.
Commissioner Fannon asked if the Board of Zoning Appeals (BZA) could limit the number of workers; Commissioner David Thornhill said federal regulations mandated the number allowable.
Commissioner Newbill Miller motioned the request be passed on to the BZA with the planners’ recommendation for approval, and that no more than 10 workers be allowed.
Commissioner Fannon seconded the motion; all were in favor.
Construction of temporary housing for seasonal workers is not unprecedented in an agricultural zone. Other similiar units already exist in Harris Hollow.
