A grant was made, and a plan designed, using conventional engineering standards of the day.
What came out of this was two things: It was obvious that Sperryville at its present size could not afford the system; and most of the Authority resigned in frustration at the seeming inability to correct the problem.
I was appointed in 1981, when new treatment ideas that better fit a small community, were recognized by the Clean Water Act of 1977. There had already been some money used to install basic sanitary Qualities (bathrooms) in Sperryville low-income homes without them.
The grants we were awarded in the spring were: From EPA, a standard type of federal grant with a 67 percent cost share, except for certain expenses where we get an 85 percent cost share for using innovative technology.
