The Child Care and Learning Center justifies all of its actions based on the enormous operating expense of the school, recently stated to be $100,683. It staggers the mind that a school that currently serves only 39 children should have such a phenominal operating budget.
Certainly, we do not question the validity of these figures, but rather the cost effectiveness of a program that costs so much to run that it must financially bleed the very people it claims to want to serve! The tuition for the infant-toddler program is $310 a month going to $340 by January 1985, a cost of $4,080 per year!

The Child Care and Learning Center is the only child care organization in the county, so the quality of the care and education being given is not being compared to other potentially competitive centers. In Front Royal, Warrenton and Culpeper, there are child care centers that operate with more flexible, convenient arrangements for parents, a high standard of care and education offered and fees that the average parent can afford and still earn a living.
