Answer: The WSA will bill the Spenyville user an amount adequate to cover the operation and maintenance of the system and to cover any costs not provided by the grant or otherwise by the county government, including funds for repair of components, replacement and other expenses.

Question: When will construction begin? When will it be completed?
Answer: My best answer is, “I don’t know.” We hope to begin before the end of 1984 and have it completed by the end of 1986. We have instructed the engineer to prepare the documents to go to bid. They should be ready in two or three weeks. There are enough steps to go through between advertising for bids and okaying construction. There is a designated time for preparing bids, and for having them reviewed by the State Water Control Board (SWCB). It’s hard to say when construction will start without knowledge of these variables.
