If the situation had been allowed to continue, I’m not sure what would happen. That’s up to the health department and State Water Control Board. The Health Department has the authority to prohibit certain activities and to, as they do in West Virginia, post a warning to tourists that the water supply is unapproved. There are certain diseases spread by drinking polluted water. Theoretically, the health department could close Sperryville down.
Question: Who will operate the plant?
Answer: The Authority operates the plant, probably with one employee or a management firm. Either will be technically qualified in the State of Virginia. There will be a daily site visit and preventive maintenance. The Health Department does inspect these facilities.
