Answer: The main line runs through the community and down to the plant. The rights of way belong mostly to the highway department. In some cases, easements will be needed from private owners. We hope that these will be acquired by donation. The lines will be small and disruption minimal, resulting in improvement of the property. We hope to do all aquisition at little or no cost, as the costs will be reflected in the user rates.

On individual lots, for septic tanks and lines to collectors we intend to use User Agreements modeled after another rural county’s agreement between their Authority and the landowner.

We will put the tank where it makes sense and where the user wants it to go, if possible, in e^ change for the ability to go on the land.
