pounds of dry solids at full capacity. \ Applied at the rate of eight dry tons per acre, this would require one acre per year for land disposal.
For the county’s other three sewage treatment plants at Aileen Inc., Rappahannock Elementary School and Rappahannock High School, a total of a half-acre per year would be sufficient for sludge application. Adding up all the sludge produced in Rappahannock, 7.45 acres will be needed every five years.
Ed Miller, water control engineer with the SWCB’s northern regional office, estimated a “conservative percentage” of farmland that would receive approval for septage and sludge application as between 28 and 32 percent.
Using the 1982 Census of Agriculture’s figures for the number of acres here in farms and subtracting the number of acres needed for application of septage and sludge produced in Rappahannock, leaves the county with available “excess” of 22,943 to 27,731 acres, according to the planning district’s assessment.
Rappahannock currently has a moratorium on land application of sludge, but the supervisors were informed last week that it may have to be lifted if Sperryville’s plant is to operate.
According to the county’s Water and Sewer Authority, the Town of Culpeper has backed out of its agreement to accept sludge from the Sperryville facility and in order to qualify for an operating permit from the state, a sludge disposal plan must be formulated. Reportedly, the WSA has checked with other localities but found none willing to take Rappahannock’s sludge.
