State and federal law require than when public buildings are constructed or renovated they must be made accessible for handicapped persons. The construction of a ramp and elevator need not threaten the integrity of the building as a historic landmark. Neither can the preservation of a historic building be used as an excuse for not making it accessible.
A balance between historic preservation and handicapped accessibility should not be difficult to achieve. The Board of Supervisors has not yet given adequate attention to achieving that balance.
