The courthouse is a center for public meetings, court sessions, voting, hearings and organizational activities. Handicapped and disabled citizens should not be excluded from attendance and full participation in these public activities.

Since the courthouse is presently being renovated, the Board of Supervisors has an opportunity to make the building accessible by installing an entrance ramp and an elevator.
