NAACP decries pick

The Warrenton Town Council “misused the black man” when it appointed John E. Mann to the council in February, according to the executive secretary of the Virginia State Conference NAACP.

“They wanted a flunky,” said Rev. W. Paul Matthews Jr. of the National Association for the Advancement of Colored People. “It’s a slap in the face to the black community. They said, ‘Here’s your token. We’ve decided who you’re going to have.’ ”

Council members didn’t seek the black community’s recommendations on who to appoint to replace H. Thomas Dowell who resigned in December so a black person could be appointed.

Mr. Matthews announced the conference’s “full endorsement” and “wholehearted support” of the American Civil Liberties Union’s challenge to Warrenton’s atlarge system of Town Council elections. It wants Warrenton to switch to wards.

The case will go to trial April 21 in U.S. District Court at Alexandria.
