From the state s standpoint, there is no December 31 deadline. The Clark landfill has “sufficient area to continue to operate for an undefined period of time,” said Harry Gregori, director of the department’s Office of Policy Planning, in a telephone interview Tuesday afternoon. In a report dated June 4, Mr. Rexrode was more precise: three years worth of capacity remains.
This new assessment is at odds with the findings of Robert Forman, who was the department’s Culpeper area regional consultant until a stroke prompted his retirement two months ago. Mr. Forman, the permitting agent when the landfill was established in 1977 and inspector for the facility over the next decade, noted dwindling capacity in his regular reports. Last year, he advised the Board of Supervisors that space for waste disposal would run out in Juhe 1986, although only three of the eight acres covered by the permit had been used, and recommended state approval for a 10-foot lift to give an additional year’s capacity strictly as an emergency measure.
