According to witnesses, Mr. Davis’s truck was not equipped with a warning device which sounds when the equipment is put into reverse. Although the devices are recommended and most construction equipment is fitted with them, they are not required by Virginia law, Trooper Johnson said.
Trooper Johnson placed no charges in the accident.
