He noted particular concern over the lack of a capital plan for waste management which he contends is called for in the county’s comprehensive plan. “An inadequately financed waste facility is like an uninsured motorist driving an uninspected vehicle, that is, a menace to the public,” Mr. Silverman maintained.
The first element of the missing capital plan should be the proper closure of Clifton Clark’s privately owned and operated landfill near Woodville, according to the environmental consultant. Discontinuing use of that current landfill, which is to happen this December, “changes but does not lessen the danger to its neighbors,” he said, adding that “most of the horror stories one reads about landfills are about abandoned or discontinued facilities.”
